UK Sets Spin Limits for Online Slot Games

In a significant move aimed at enhancing player protection and mitigating the risks of gambling harm, the UK government has announced new maximum stake measures for online slots. Effective from September, individuals aged 18-24 will be limited to a maximum stake of £2 per spin, while those over 25 will face a £5 maximum stake per spin. This marks the first time that maximum stakes have been introduced specifically for online slots in the UK.

Described as a “landmark” moment for the regulation of online gambling, these measures reflect the government’s commitment to prioritizing player welfare and addressing concerns surrounding excessive gambling behaviors.

The stake limits are set to come into effect following the implementation of secondary legislation in September of this year. A six-week transition period will be implemented to allow operators to adjust and comply with the general £5 stake limit. Subsequently, an additional six-week period will be provided to ensure that operators have implemented any necessary technical solutions to fully comply with the lower stake limit.

The decision to implement these staking limits follows an extensive 10-week consultation period, during which stakeholders from various sectors—including industry, academia, treatment providers, and individuals—were invited to share their views. The overwhelming majority of respondents expressed support for the proposal to introduce new statutory limits for online slots, citing the potential to reduce the risk of gambling-related harm and promote safer gambling practices.

In a bid to overhaul the regulatory landscape of the UK gambling industry, the government introduced proposals as part of the Gambling Act white paper last April. The Department of Culture, Media and Sport (DCMS) expressed its intent to implement stake limits for online slots, initiating a consultation process to determine the appropriate threshold. Ranging from £2 to £15 per spin, the consultation aimed to gather insights from various stakeholders to inform the final decision.

Following extensive consultation and deliberation, the government has announced its decision to proceed with stake limits at the lower end of the proposed scale. In response to this decision, Gambling Minister Stuart Andrew emphasized the need to address the disproportionately higher problem gambling rates associated with online slot games. Andrew further highlighted the importance of leveling the playing field between online and land-based gambling sectors, ensuring consistency and fairness across all platforms. With the 18-24 age group exhibiting the highest average problem gambling score among all demographics, the government sees targeted measures as essential to mitigating risks.

Figures from the NHS paint a stark picture, indicating a problem gambling rate of 8.7% within the 18-24 age group, particularly prevalent in online gambling activities like slots, casino, or bingo games. Contributing factors include lower disposable income, ongoing neurological development impacting risk perception, and common life stage challenges such as financial management.

Recognizing the Link to Mental Health Risks: Evidence suggests a concerning correlation between gambling-related harm and mental health risks, including a heightened risk of suicide among young adults. Acknowledging these risks, the government emphasizes the need for targeted interventions to safeguard vulnerable populations.

GambleAware Applauds Government Action

Supporting Preventative Measures: GambleAware, a leading advocate for responsible gambling practices, has welcomed the government’s decision to implement lower stake limits. CEO Zoë Osmond commended the move as a crucial step in protecting young people from the harms associated with online gambling, particularly high-risk products like online slots.

The Betting and Gaming Council (BGC) has expressed its support for the government’s decision to implement new stake limits for online gambling, particularly online slots games. Similar to GambleAware, the BGC has backed plans to reform stake limits as part of broader efforts to enhance player protections.

While welcoming the move to bolster protections for young people, BGC CEO Michael Dugher has highlighted the potential impact of such measures on industry members. Dugher emphasized that while stake limits are crucial for player welfare, they also come with a cost to BGC members and may impact their customers.
